I heard they can reinburse you but, some say they never do. Any advice or cheap moving companies? I don't have much.

I am confused. If you are a PVT, why are you worried about getting your stuff to your husband's duty station? Don't you need to worry about getting it to YOUR duty station?
Assuming that the two are the same, you use your orders at the transportation office to schedule a shipment of household goods (HHG).
If you and your husband have different duty stations, then your stuff cannot be sent to him by the Army. They can only do transportation from his current location (or address at time of enlistment, if in the case of initial duty station) to his new location. I ran in to this problem when I PCSed from Florida to Hawaii (I know... rough life!). My soon-to-be-ex-wife moved to New York while I was in school and took ALL of my stuff with her - cleared housing and the works. I had a couple duffle bags which I had with me at school. Army would NOT ship from NY where my stuff was. I had to drive up to NY and fit as much as I could in my POV (I couldn't afford a moving truck from NY to FL). What I had present in FL shipped to HI. The rest became my wife's stuff, because I just didn't have the ability to move it.
Now... if his stuff has not yet shipped, and you can get your stuff to where his stuff is, then your stuff can be included with his stuff, up to the allowable weight limit.

How long has your husband been at his duty station? Did he have a HHG pick up? Every Soldier has a weight allowance of authorized HHG that the government will pack, pick up and deliver to the new location. Have your husband to go to transportation at his duty location with his orders so they can assist with your move at government expense.
