No S-1 at any level (short of HRC) can add your NCOES level onto your ERB. Perhaps if you checked the Army HRC website, you could find a contact E-Mail address and pursue it from there. You would need to provide proof, like maybe a screen-shot of your ALMS or ATRRS record. Good Luck! Once it's IPERMd it will show up on your ERB. I had the same issue and now it is fixed.
