If rank is reduced from an Article 15, they MUST serve the full TIG requirements (again) IOT advance to the next grade. If the Command is approving advancement to the next ran prior to their meeting TIG after having lost their rank, that sounds like a waiver is being given. Which is a no-no per regs.
