I have observed that these three elements have an adversarial relationship with each other most of the time. The military members tend to think they can do things without their civilian counterparts. They also tend to not differentiate between a contract and a government employee. The contractors tend to think the government folks get in the way. And the civilian government employees are caught in the middle. <br /><br />I think that the best way to fix this, is to create a team/partnership mentality. I think the military members and government civilians could use some training on each other&#39;s roles and what they bring to the table. It is a fine line to walk with competing interests. I do not think there is a simple answer honestly.
