How do you convert XFDL files into PDF files?

I found on the Google some instructions that mention "ConvertToPDF2.vbs.txt". Does anyone know if I can run this on a military computer and where I can find this .txt file? You could email the files to yourself and open them on a personal computer that you’ve installed it on. I still use my old ones for shells, then copy/paste them into ESS.
