This story is rather long, but it breaks down what Carter wants to do.

Defense Secretary Ash Carter is worried about tomorrow's military.

He's worried about recruiting and retaining a high-skilled force when the economy is improving. He is worried the military will be unable to compete with corporate America for the best and brightest young people.

He's worried that military life will be unattractive to the young cohort known as millennials, including some who were in kindergarten on Sept. 11, 2001, and can't remember precisely where they were that morning.

SGT (Join to see) I think he needs to get the sequestration under control to go forward with manning. Bigger better military for all.

SGT (Join to see) with his background as the Under Secretary, he should have known how to fix it and get the Armed Forces Service Committee to make a stand to the POTUS.

1. Part of me wants to say if it ain't broke don't fix it.
2. Another part of me says, ok you can see it's going to break, work on preventing that.
3. A third part of me says, parts are already broken, hurry up with the fix.

I think his plan is somewhere in between the last 2. There are definitely some good points and hopefully it works out. It will obviously need to be vetted and run through people much smarter than me though. There will be a lot of push back, so if not done correctly it could be disastrous.

"it could be disastrous" That's what concerns me LCDR (Join to see). If you aren't up to his par, are you history? All of our troops are the best, and if not, make them the best.

I think he was more talking about how to retain people who are getting out and to entice new ones to join though, not weeding out those currently serving.

LCDR (Join to see), More Money, Money, Money, Benefits, Benefits, Benefits. They, the civilians, need more incentive to accomplish that. The Armed Forces members, getting multiple deployments, and less pay than someone flipping hamburgers, isn't much incentive to accomplish that. IMHO

I do think that we need to redo this this system. Seniority isn't the only means to access experience. I don't think we need to dump the whole system but a work around for those that are proven performers should be an option. I am fighting to make CPT but there are others ahead of me. I don't mind but I have so many years in already I may not be able to get past CPT. I am trying to promote as soon as I can. Now to do that I am doing my job and I am working in areas beyond position. But if you were to tell me that I just have to wait my turn why would try to do anything more than the bare minimal.

Honestly though, I think the biggest problem is not retaining "warm bodies" it's retaining skills. For instance a SP4 that is Cisco certified can get out and make $100K a year. The pay scale has always had a problem retaining the SM's that the Military invests heavily in training.

SPC David Hannaman, It's a far cry from the $ 200.50 a month I earned as an E-5.
