How do you know if you are being RCP'd out of the Army?

I am about to hit 8 years in service in a few months and I am an E4. My ETS date on my recent contract is for 2021 but my ERB says ETS date is 2019 of November and says I am prohibited to re enlist. Which ETS date is correct? I have not gotten any orders that I am being RCPd.

Your ETS is correct. Your RCP is the day you cannot reenlist past with your current rank.
If you are reduced and are past the RCP for your new rank, your new ETS will be your RCP at current rank or 180 days from reduction

Your Career Counselor SHOULD have counseled you in person.

You are barred...that's how they tell you. What did they say when you were barred? Talk to your CoC and advocate for how you will "land".

Go to higher!. Since you are not a (P), I imagine that the RCP will get you. Why would you get orders 9-10 months out? 90 Days to 6months maybe.

That's what I was thinking. Not sure why my ERB has an ETS date on it 9 months from now. Thanks for the response.

SPC (Join to see) email me on global and I'll check it out. It you were not reduced then you get to keep the ETS you had earlier. Your career counselor may have incorrectly adjust your ETS date.
