Right now, the problem with my command is that most of the junior enlisted is very complacent and unmotivated. Although this is a Sea Duty billet, most Sailors here feel as if they aren't making a difference, and their work here does not matter. As a result, quality of work and rate of work completion has gone down. These Sailors are great workers when they have their mind set to it, but they are stuck in a rut that most Engineers here hit, if not most Sailors at this base. What are some things that I could do to increase morale and their motivation/work ethic?

Is it verbal reprimand, physical exercise, counselings, individual personal connection or just a lost cause? There are many ways and reasons to motivate people. Are motives important when trying to encourage people to change or should they change just because we tell them to? What are your most effective ways to motivate those around you? Especially those that don’t want to/refuse to change?
