How do you PCS from oconus to oconus?

I want to PCS to Germany after my time is completed in Korea. The retention NCOs said I’m able to do a oconus to oconus PCS but I’m unsure of what the requirements are.

Put in a 4187 for a concurrent overseas tour COT

That's BS and your retention doesn't know what they are talking about.
If you're in your reenlistment window you can reenlist for anywhere. The exceptions are if you're in a TDA unit you can't go to another TDA unit. The other exception is if you want to stabilize it has to be approved at your ACOM.
If you're not in your reenlistment window and you're a year from DEROS, and more than six months from DEROS, you can submit COT request to your branch. That's a Continuation on Overseas Tour request. It's just a 4187

Easy enough to do. Just need a 4187 to do a COT. Outside of training, leave and waiting on my clearance I spent the first 8 years continuously overseas.
