I want to PCS to Germany after my time is completed in Korea. The retention NCOs said I’m able to do a oconus to oconus PCS but I’m unsure of what the requirements are.

That's BS and your retention doesn't know what they are talking about.
If you're in your reenlistment window you can reenlist for anywhere. The exceptions are if you're in a TDA unit you can't go to another TDA unit. The other exception is if you want to stabilize it has to be approved at your ACOM.
If you're not in your reenlistment window and you're a year from DEROS, and more than six months from DEROS, you can submit COT request to your branch. That's a Continuation on Overseas Tour request. It's just a 4187

Sfc I think the 4187 is what the SSG and MSG were telling me.

SPC(P) (Join to see) I misread your question as they said you cannot.
Also, you should include that you are yet in Korea, it changes a few things. You could choose to extend a year in Korea and roll into your reenlistment window while you are there. Then you could request Germany. It's a lot faster and easier, plus you'll get AIP money of 250 a month. Or, if your post is one of the ones trying out the new Option 6 Limited Use Test you could ask for that. It guarantees your follow on assignment at the end of your Korea tour. It's guaranteed to you in your contract prior to signing. The down side is not all posts have this as its currently being tested at a limited number of locations, but I'm 90% certain Campbell is one of those locations. So go ask your Career Counselor about that.
