Bear in mind that the following need to happen:<br /><br />1) There must be someone of the same grade and MOS as you that is also looking to swap to your present location. <br />2) They, too, must fill out a 4187 request.<br />3) Both their Commander and your Commander must sign approval on each SMs respective request.<br />3) The completed requests runs thru the S1 and CoC channels<br /><br />If either Commander says NO, then the SWAP is not happening. There is absolutely no regulatory guidance about the 4187 other than saying it&#39;s the form you will use for personnel actions.<br /><br />However, there is regulatory guidance about every single thing you ask for including assessment swaps and you should reference those things on your request. For instance, for a swap you should refer to the Soldier SSN and name who has volunteered to swap assignments with you and you should reference and acknowledge the portion that states you are responsible for paying for all travel expenses and that the person you are swapping with is willing to accept that they are willing to personally pay for all travel expenses incurred with moving and that they will not be eligible to submit a travel voucher, they will pay for the shipment of their household goods, their family, they will receive no TDY or lodging expenses, DLA or mileage expenses. <br /><br />If you find someone of the same grade and promotable status who is willing to trade assignments with you and pay for their own PCS, the PCS of their dependents, and the cost of moving their own possessions, then you stumbled upon a unicorn.
