How do you think the Navy’s perspective of promotable sailors is changing?

I recently saw an article in the Navy Times discussing the Navy shifting their eval focus from collaterals and community service to quals and more job-relevant training.

What are your thoughts on how this changes Big Navy’s perspective on a promotable sailor? How is this changing their view of what they want the Navy to be?

I think this is a reflection of a trend across all the services. A few years ago the number one focus was SHARP and sexual assault. Before that it was something else, and before that something else. I remember reading a quote, I think it was actually by a Navy Admiral, who said, "if sexual assault is our number one priority, then winning wars is not our number one priority."
I read that the Air Force was doing something similar with their ratings and changing the focus back to war skills instead of community service.

My first thought is : Over the past 5 years we have seen some incidents where basic seamanship and navigation appears to have been the cause of vessel collisions.
While I do not know for certain that there was no ECM going on, even without electrical circuits a competent sailor should be able to navigate a vessel without a collision.

So, when the Navy starts crashing vessels into other ships, we have a need for a better system of practical knowledge and training.

However, now we have the dimension of open homosexuals and transgender issues that will be playing a heavy role in the evaluations I expect.
