How do you think the PACOM theater will be affected by the pivot to Europe outlined in the FY 17 budget?

It was only a couple years ago that DOD initiated the pivot to the Asia Pacific theater with assurances that the US could simultaneously maintain an adequate presence and posture on the European front.

Personally I do not mind the opportunity to go back to Europe.

You would probably know better than me but I would draw on stateside assets rather than PACOM considering the Spately Island and othe rAsian dramas invoking China and the increased activity of Muslim terror cells operating writhing South East Asia

This is a hard one. Since our economic and security interests are tied at the hip, shifting from Asia to Europe seems like a mistake. However, I believe our security interests in Asia can be handled diplomatically and with minimal military involvement given Japan's willingness to expand it's military, South Korea becoming more capable and our attempts to engage with China (despite the military build up in the South China Sea).
In Europe, Russia has been very explicit with there rhetoric concerning US and NATO as well as their expanding operations. Combined that with the massive influx of African / Middle East Refugees, the security situation in Europe will start to mimic that of the middle east in the next decade or two.
