How does an IRR Service Member reenlist in the IRR? Is there an IRR for Dummies Guide available?

I hear quite often that all an IRR Service Member has to do to reenlist in the IRR is to call HRC and ask to reenlist. I recently have had a Service Member do just that. However, they tell me they tried several times and that each different person they spoke with had no clue what they were talking about. That Service Member is now out of time since their ETS date is tomorrow.

I have since learned that an IRR Service Member is able to reenlist in the IRR by contacting the HRC IRR/IMA Retention Team. To qualify for this reenlistment they must not have been transferred to the IRR without any flags (i.e. J - APFT Failure, K- Height/Weight Failure, etc).
Once approved for the reenlistment, the IRR Service Member will have to coordinate with a local unit to have a Service Representative (I recommend an Army Reserve Career Counselor or National Guard Retention NCO) and an Officiating Officer (for the swear in) to complete the DD Form 4 and DA Form 3540. The IRR Service Member will also have to complete a DA Form 5500/5501 for a height/weight assessment. The Officiating Officer can be one of the conducting members for the height/weight assessment, but it is not recommended to have an Army Reserve Career Counselor participate due to a conflict of interests. It is a conflict of interests since Army Reserve Career Counselors can transfer the IRR Service Member from the IRR to a Reserve TPU Unit.
Sometimes the HRC IRR/IMA Retention Branch will place a time limit on the execution of these reenlistments, so an IRR Service Member may have to get everything completed quickly.
Should the IRR Service Member have been transferred to the IRR with a disqualifying flag, then they will need to transfer to a Reserve TPU unit to correct the flagging actions. The flags do not prevent the transfer, but the Service Member will have to over come them prior to doing a reenlistment to either continue service or return to the IRR.

If he is affiliated with a Reserve unit, as most IRR are now, the Career Counselor there should be capable of draw up a contract.

Most of the IRR Service Members I encounter are not affiliated with a Reserve unit. So far I have only come across 3 Service Members that were aware of being able to affiliate and of those 3 only 1 was actually affiliated.

Had that Issue myself in '96, called the IRR, had them send me a reup packet. local Ready Reserve unit did the oath signed off and I mailed it back to HRC/IRR Branch manager. Sorry the service member got screwed over by the incompetence of...

S-1/RPAC would be the SME's for that question. At least, my Soldiers had to go to RPAC to initiate going to IRR.

This is for someone already in the IRR. I know I have the ability to reenlist someone into the IRR and that the unit can submit a Soldier for transfer (voluntary or not) to the IRR.
