If so they are in command. As for if they can sign for this it will depend - sometimes the requirements say first COL in chain, sometimes it&#39;s BDE Commander - they are not always going to be the same! His signature block doesn&#39;t say &quot;sort of commanding&quot; it says &quot;commanding.&quot; If the proving level for your request is brigade level command then he&#39;s (she&#39;s?) the approving authority.
