I am currently an Army Reservist and my Fiancé is active duty Army. Would I be considered a civilian spouse and he would be paid the married amount of BAH according to his rank? Or would we be considered dual military and get separate BAH pay as single?

Just for being in the reserve you will receive no BAH unless you are activated and perform active duty then the highest rank person willl receive the BAH!
