It is used mostly for thing like holidays, before or after major field exercises or deployments. Yes, it is unfortunate. <br />Depending on location like in Korea, it is restricted to a % of the unit. <br />Some units may allow leave at any time depending on the position. All other times, commanders manage leave of the unit using AR 600-8-10. This is all supported all the way up the chain and is not done for random convenience.
