How does the Army's Block Leave work? Can you only request leave in that time frame?

Normally a commander can only allow a small part of the unit to be on leave block leave is a time that is blocked off for leave no training so everyone can be on leave at the same time. It is used mostly for thing like holidays, before or after major field exercises or deployments.

Some units have periods designated for leave. Yes, it is unfortunate.
Depending on location like in Korea, it is restricted to a % of the unit.
Some units may allow leave at any time depending on the position.

Block leave is usually locked in on the training calendar in the lead up to a mission. All other times, commanders manage leave of the unit using AR 600-8-10. This is all supported all the way up the chain and is not done for random convenience.
