If you're coming from OCONUS, your reclass 4187 will list three preferred CONUS assignments. If you're at a location that doesn't have counselors, or they are full, you will go IAW the needs of the Army. If you're Airborne, there's a high likelihood you'll end up at an Airborne assignment.
