How does the process work for beginning to compete for these spots? Can you get a spot close to your home of record? Who do I talk to? Active duty retention NCO or reserve component counselor?

Neither the AD career counselor, nor the RCCC can help you. You have to transition and apply for those. They can be very competitive, so I would have a backup plan.

Each branch of the National Guard and Reserves has their own process, however, they all require membership. From USAR.ARMY site, the requirements for enlisted Soldiers:
If you are an enlisted Soldier interested in applying for an Active Guard Reserve job:
◾You must be discharged from your current component of the Army, Army Reserve or Army National Guard.
◾You must be at least 18 to 54 years old (you must not have reached your 55th birthday).
◾You must be in ranks SPC through MSG/1SG.
◾You must have accrued less than 15 years of active federal service.
◾You must be eligible for reenlistment or extension.
◾You must meet the medical fitness standards for retention prior to entry.
◾You must pass a Defense Central Investigative Index.
◾You must NOT have been relieved from any duty assignment for cause in the 36 months prior to your application. You must NOT have been involuntarily removed from Active Duty.
In the reserves you can submit your application packet through the HRC self-service portal. If approved by the board your name will go on a list. As vacancies open, the list is reviewed for rank and MOS matches. Similar to active duty, you are at the mercy of the military for your assignment. You go where you are needed/get orders.
National Guard may be a bit different because everything is within the state, so you may have better options of being assigned closer to 'home'.

SPC (Join to see) First off you have to wait for an AGR spot Vaccancy. If you want it near your home town you need to watch for a slot to open.
