XO's, 1SG's, Platoon Leaders most all outrank and tend to try and push their agenda on Supply. How are we able to properly adminester the Commanders CSDP if there is no relationship between CO and Supply

CSDP is a commanders program! If you're CDR is not putting emphasis on it he/she might need to rethink priorities. Have you also been appointed as a CSDP monitor? If not it's time to make sure you do. Relationships are built on trust. Re-engage your Company XO on policies as he is your CDRs grunt and more often than not, your Rater. If your CDR is not holding up their piece of the deal, might want to start involving the BN XO. Don't allow yourself to get pushed around by others. Know your role and position. You have the power to influence

Every SUPPLY NCOIC at company level has that responsablility, the CSDP Monitor is Assiged AT BN and higher level to inspect and monitor the Compines.

SSG (Join to see) - Each company is also assigned CSDP monitor . Supply SGTs default into the responsibility because it is already inherent in our MOS to do so.

This is a tricky question. Knowing your commanders intent and priorities are very important. Often you will work for the XO. It is supposed to be the Logisitics master of the company. If the Xo is competent, he should be delivering guidance from the commander anyway. I attempt to conduct most business with him. You provide a service to the company sections so they aren't setting the policy, only utilizing the service. The "commanders" supply SOP dictates how they utilize that service. At the end of the day, you ultimately answer to the commander, but that answer may go through the the XO to the commander. 1SG does not dictate how supply should operate, but he may advise the CDR on programs and operations within the supply room. Just be sure to adhere to the published SOP and regulatory guidance.

My 10 years i have never worked with an XO, Knowing how a great relationship With my commander and 24/7 access to is very instemental to me in getting things complete. I have found that a bad relationship between the two causes issues.

I think when I was at 10, I was in the same boat. I've seen a change in the Officer ranks over the last 5 years and they try to impose their judgment on supply. It has only been in the last 5 that I've dealt with XOs. I did have some incompetent XOs prior to 2010. I think that may be why I dealt with the CDRs directly.
XO logistics management is far more prevalent in combat arms units too. It is a requirement for XOs to oversee supply operations. I tried to fight it at first because I didn't like them in my business. But when I work with a competent XO now, it makes my life tons easier. But at the same time, I do sit and discuss policy and commanders intent with the Commander. Regardless of my rater, he is who drives supply mission and direction.

I will not say that we work for the XO but the XO work with us. As a supply NCO I work for the Commander (Primary Hand Receipt Holder) there is no other way. A good supply NCO will ensure that all Equipment is accountable and in good working condition.
The Unit XO have more than just Supply issues. The Unit XO have more responsibilities than just supply.
A good XO will have to work with the Platoon leaders, Maintenance NCO, and all the others Section in the Unit and the Battalion.

Yeah SSG (Join to see) , that sounds closer to my relationships to the XO. Work for, work with, just a play on words I guess. We are/should be held accountable by the commander, a good XO is another worthy tool for our supply toolbox I suppose. I have really enjoyed my last 4 XOs, eager to help, eager to learn, and stay out of the Supply Sergeant lane.

That is a serious issue. I have never been in a bad relationship with a commander. I have had bad ones but our relationship was not bad. They are typically your senior rater so that has to be fixed.
