Classification and aptitude test results are considered, as well as background and personal desires, however, needs of the service trumps personal preference. Remember, your role as an officer will differ from that as an enlisted; knowing much about the area from an enlisted viewpoint does not mean you can lead in that area. I included a letter of recommendation from my battalion commander which requested that I return to my unit as an MI Officer. In my case I had 12 years of enlisted MI experience. I was told the letter and experience carried a lot of weight during the branch selection board.
