How has the military addressed the challenges of retaining experienced and skilled personnel in an increasingly competitive job market?

The military uses incentives like bonuses, duty assignment etc. to aid in retaining low density or those specialties in which they are having trouble competing with the private and public sector. Aside from that they count on great units with great leadership, and the honor of service to retain all who are willing to defend their country.
