If I understand this correctly, he is proposing that everyone stays on Active Duty and some people can just leave to work for civilian employment and return as desired lol.

It seems the best answer might be a Space Force Reserve. AMC has active and reserve units that operate the same aircraft. The Active Duty and Reserve Aircrews often fly together. The Maintenance Squadrons, Active or Reserve, maintain the same aircraft. Other arrangements allow Reserve Associate units to work closely with active duty units. Active Duty Space Force and Reserve Space Force could develop similar relationships to provide full-time/part-time opportunities for Guardians.
