How long after you get an assignment are you supposed to receive a sponsor to your gaining base?

Typically 90 days before report date. But 30 days isn't uncommon. I think 60 days is a good amount of time, since there isn't much the sponsor can affect anyway.

It should be a couple days if the unit is squared away.

On my first assignment as a Lt, I reported to my CO and he said, I wish they would tell me when they are sending me a new man.

I got one that afternoon.

The Air Force is better at giving you a sponsor then the Navy. The Navy NEVER followed through on a sponsor. I showed up in Japan and had no idea what was after landing at Narita. I was used to it so I just followed my instinct and looked for other American military and got on a bus to the military bases.
