How long does it take to typically get a DD368 signed after getting Sworn in?

I was sworn in as a 1LT in the Army Reserve on March 14th 2019 after a long process that started last year June. I have issues getting my DD368 signed. My Det says it takes up to a year to have it signed because we're RFX. I have seen a soldier in a different Det have his returned to him within 2 weeks. I am confused. Right now my det still has me prepped to be going to BLC in August. A battle of my mine was sworn in 2 years ago and he is presently in BLC to become a SGT instead of submitting his paperwork as a CPT. My question is; What are my options? Does it really take a year? Can I contact the IG to take a look at my case? I would rather not go to BLC as a sworn in 1LT if possible. Thanks

To clarify, you're not supposed to be able to commission without the 368 signed already. It's conditional for that reason. Additionally, if you've sworn the oath of office and signed the DA71, then you're technically an officer, so you couldn't go to BLC if you wanted.
My two cents, call the station chief at your recruiting station and see if they can work with your chain to get everything done the right way.

CPT (Join to see) to submit the packet you don't, that's correct. Swearing an oath to be an officer while you are still enlisted because you haven't been released is a no go. That's why it's supposed to be already signed

CPT (Join to see) what would you suggest I do next? I got a text yesterday from my Squad Leader saying the retention counseling statement I signed in Nov 2018 can't be used, so I need a new one.

CPT (Join to see), I would ask for the station chief’s commander at your recruiting station and ask them to work with your chain of command. Everyone has a commander and you will need to keep working up the levels.
The IG is also an option, but I would use that after all other resources have been exhausted.

The Conditional Release packets I submit typically take around four months get approved.
Each command level has 30 days to act on the packet before your admin can submit an RFI.
This doesn't account for errors in packet preparation and having it kicked back for corrections.

No SSG, Direct Commissioned as a Nurse (66H). My buddy also is DC as 1LT 2 years ago. He'll be graduating in 7 days from BLC, as his 368 was never signed.
