You could spend the next 10 years as a SGT.
Promotions in the Army are based on merit and competition within your MOS at your grade level. Both are dependent on performance, merit, and accolades as was mentioned, but on the Guard side you would also need a vacant 6 slot. Being PME complete is all well and good, but if one stubborn individual is there for the long haul with no desire to vacate, you could still be looking at a wait. You can go around that by moving into 00F slots but will take you out of your PMOS and could make you appear less desirable on movement back to a hard slot.
Also if you aren't cross decking into the same career field you'll need to take into account the time for the school house. You can attend the board in the secondary zone, however your command will have to approve a time in grade waiver for you. Your official date of rank will be the day you enter active duty Army as a NCO. The AR that covers Enlisted Promotions is AR 600-8-19. I hope this helps. Good luck to you. Some leadership would rather promote those who have been in other services, while other leadership goes by there leadership quality. (I had a 2 year break in service.) It took me 3 years to pin on a rocker. Granted there were changes to the points system during that time that effected promotions. I’d say it really depends on your work ethic and attitude, and whether you remain in your current MOS equivalent.
I’ve seen Marines both struggle and thrive in the Army. If every other phrase you say has something to do with the Corps and how it was you aren’t going to do yourself any favors. Good luck Devil.

Semper Fi!
