NCOERs are an annual thing, unless another circumstance comes up - change of rater, relief, etc...
Counselings are quarterly for NCOs.
I had a CSM who had us counsel NCOs monthly, on a 4856. Very excessive, but we couldn't fight it. NCOs will receive a counseling quarterly compared to junior enlisted which is monthly. That unit got deactivated. We are now 1836 TC DET 1. It was just alot of bad habits from the past where we got to this issue. I am becoming part of the full-time staff of the 756th TC POL as the Training NCO, but also assisting 1836. I just started to think, how would my Commander want things to be done or where can I help. I haven't been in the Guard a long time or even in the military that long, since September 2017 . I'm still learning and I may get things wrong hence I was totally wrong with thinking they were doing NCOERs every month haha. The LT saw an issue where the soldiers are not using the support form as they should be. That's one of the reason why they get so far behind in their NCOERs. The standard is that NCOERs are done once a year unless there is a change of command. There are initial counselings, and then monthly counselings that should be done.

AR 623-3 is your reference though. It sounds to me like the unit has become extremely delinquent in it's NCOER matrix and steps are being taken to correct the issue and get the overdues fixed. I know the CG in my command has solved the problem by directing the BN and BDE commanders to issue Letters of Concern for 30 days and will issue GOMAR to the rating chain if it gets to 60 days. Guess what...we are all caught up (at least we were before COVID-19 stop movement).
