There's almost nothing to clear for a PCS. You'll retain most of your gear.

It's based off when you receive your installation clearing papers. Most installations allow you 7-10 business days to clear the installation and unit. During that time you will clear CIF. That 7-10 days lines up with your final out date which is determine by when your PCS, ETS or terminal leave starts.

you can transfer all of your gear to your new duty station and keep all of it

In general, as soon as you receive your orders, you can clear CIF. If your orders are delayed for whatever reason, a memo from your company commander will usually suffice.

Have your Commander sign a MFR stating they are allowing you to clear early. Most likely you will return your IOTV, Ruck Marshmellow suite and gloves. Everything else you will keep

You still have a responsibility and obligation to train and possibly deploy. You should receive a clearing date and schedule at your PCS briefing. Not before then.

Read your orders....it should say if you are authorized to report up
To 90 days early or not. If so, talk to
Your COC and see if you can have your DA31 set up to leave early
