Does anyone have any information on where in HRC do you submit the SHARP packet to be awarded the 1B ASI... I have my Nova credentials and all supporting documents, but my S-1 doesn't know who to submit it to.

Here's what the SI/ASI table from the reg says on 1B

Title: Sexual Harassment/Assault Response & Prevention (SHARP) Level I
Proponent: Army G-1, SHARP Office (DAPE-ARR-SH)
a. Description of positions. I There are no positions identified for SI 1B. For use with personnel only. Personnel with SI 1B are eligible to serve as collateral duty Sexual Assault Response Coordinator (SARC), SHARP Victim Advocate (VA) or Company SHARP Advisor.
b. Qualifications. Must successfully complete the 80-hour SHARP Course under the auspices of HQDA, G-1 SHARP; 2530 Clark Street, Arlington, VA 22202 and TRADOC, SHARP Academy.
c. Restrictions.
(1) May be awarded to qualified Soldiers in grades of 1LT or higher.
(2) This SI is subject to screening in accordance with the Personnel Suitability Screening Policy as a Position of Significant Trust and Authority.
(3) For use with any AOC.

The key line for you is going to be the proponent. That's the office that makes the award decision, unless otherwise noted. I would contact that office and see what they require, but most likely it's going to be: 1) a DA 4187 for processing the action, 2) a memorandum to back up the 4187, and 3) a scanned copy of the credentials themselves.

If you do, in fact, fill out a 4187 (which is common for ASIs but not always done), in Section III check "Other" and insert "REQUEST ASI/SI '1B'". Then in Section IV place something akin to the following:

1. Request Additional Skill Identifier/Skill Identifier (ASI/SI) “1B” be assigned to Primary (PMOS) of [INSERT MOS]
2. Validation of qualifications have been verified (see attached memorandum).
3. The ASI/SI requested is IAW the standards of AR 611-21, table 4-3.
4. Assignment information:
Unit: [[INSERT UNIT]]
UIC: [[INSERT UIC]]
Assignment Date: [[INSERT DATE]]
Departure Date: [[INSERT DATE OR "TBD"]]

My understanding is that it's one of the pubs that's gone all digital now -- so the actual reg, as a reg, is no longer published as such -- but for simplicity's sake, people still tend to refer to it by the reg name. This has happened with a lot of internal S-1 type pubs (for example, the one that lists allowable codes for religious preference). I got my copy from my Branch contact at HRC. I'm going to load them on my server, and send you a share link via PM.

MAJ (Join to see) - Sir, table 4-3 applies to officer ASIs. Table 12-2 pertains to enlisted ASIs as follows:

(1) May be awarded to qualified Soldiers in grades of SSG or higher or may be awarded to a SGT if an approved request for exception to policy is received.
(2) This ASI is subject to screening in accordance with the Personnel Suitability Screening Policy as a Position of Significant Trust Authority.
(3) For use with any MOS.

SFC (Join to see), thanks for the update. That's news to me; as I said, I received my copy as a fragment of the reg via a contact at HRC -- I lacked the context to be able to see a separate enlisted version of the table, and not being an S1 type I was unlikely to know about it.

I am not sure if this has changed in the last 24 months but this is what I was able to come up with.

"ESTABLISHES ENLISTED ASI 1B TO IDENTIFY POSITIONS AND PERSONNEL WHO HAVE BEEN CERTIFIED AS A SEXUAL ASSAULT RESPONSE COORDINATOR (SARC) OR VICTIM ADVOCATE (VA) FOR THE SEXUAL HARASSMENT/ASSAULT RESPONSE & PREVENTION (SHARP) PROGRAM. ASSOCIATION WITH ANY MOS AUTHORIZED. "

Specific criteria :


UNCLASSIFIED
"FOR AWARD OF SI/ASI 1B, OFFICERS/SOLDIERS MUST:
(1) BE SELECTED BY THE COMMAND.
(2) HAVE A FAVORABLE CRIMINAL BACKGROUND CHECK AND NATIONAL SEX OFFENDER REGISTRY CHECK.
(3) HAVE STABILITY IN PERSONAL AFFAIRS; SOLDIER WILL NOT HAVE A RECENT HISTORY OF SEVERE DOMESTIC OR PERSONAL PROBLEMS (EXCLUDING DIVORCE), CHRONIC INDEBTEDNESS, EXCESSIVE USE OF ALCOHOL, OR ANY USE OF ILLEGAL DRUGS. INDIVIDUALS WITHDRAWN FOR CAUSE FROM ANY HUMAN RELIABILITY OR PERSONAL RELIABILITY PROGRAM DURING THE 2 YEARS PRECEDING THE NOMINATION WILL NEED A WAIVER FROM HQDA, G-1 SHARP.
(4) COMPLETE THE CERTIFIED NATIONAL ORGANIZATION FOR VICTIMS ASSISTANCE (NOVA) 80-HOUR SHARP CERTIFICATION COURSE (SCHOOL CODE SHE).

(6) SEXUAL ASSAULT RESPONSE COORDINATOR (SARC/ SHARP): (A) MUST BE AN NCO (SFC OR HIGHER), OFFICER (MAJ/CW3 OR HIGHER) OR RECEIVE APPROVED REQUEST FOR EXCEPTION TO POLICY; (B) HAVE TWO LETTERS OF RECOMMENDATION: (1) THE SARC SUPERVISOR AND (2) THE SENIOR COMMANDING OFFICER.

This is how my remarks read on the 4187 and I just received the 1B identifier.

1. Request ASI "1B" be assigned to my Primary MOS (PMOS) of 12B40 IAW DA Pam 611-21 table 12-12.

2. The ASI requested is IAW the standards of DA Pam 611-21 table 12-12..

3. Attached is Copy of appointed orders of Victim Advocate and SHARP, 80 hrs Sharp Certificate of Completion and NOVA Credentialing of the approved Course of Instruction.

do you have to have the attached appointed orders attached? can you just have your certificate and your nova credentialing attached? also, does it just go through your bn for signatures or does it go up to brigade for signatures on the 4187?

Yes I had to submit the UVA appointed orders, SHARP cert, 4187, and NOVA credentials all together. I then received through email from my installation official orders appointing the 1B ASI

If you are company level sharp/va you are requesting the 1B for serving as the UVA

Be aware also that there have been a few major changes on who is eligible for the ASI. Most company or BN levels are no longer authorized to be credentialed with an ASI for SHARP. It has become an additional duty. I'm currently going through the same process myself. Contact your BDE SHARP they will be able to guide you in the right direction. It will take time once submitted since it has to go all the way up the chain for verification. If you do not have a background check completed starting from when you first came into the service it will get kicked back as well. I hope this helps.

Thanks, my BDE Sharp team doesn't know where to send it either... I have my background checks and everything else that I need, BDE Sharp doesnt know where in HRC to send the packet..
