What can i now now to mitigate the damage? With the army increasing its capacity , and mot meeting its recruiting goals, is there a shot I could be retained? It doesn't matter whether your GOMOR is filed locally or in your permanent file, if it's annotated on your NCOER then it will be tough to overcome. You can write a letter to the present of the board but it's a double edge sword. Not sure what measures you can take but I would guess that there are. Did you seek any behavioral health treatment? Just thinking that by addressing the issue and taking corrective measures on your own that may look favorable to the QMP board as others with a GOMOR for same infraction may not have.

http://www.ncosupport.com/armypromotions/army-qmp-board-2018.html

Army QMP Board Guidance for FY 2018

MILPER Message 17-308, The purpose of this message is to provide guidance and procedures in support of the QMP. That Permanent GOMOR will hurt more then an Article 15. Hopefully you are close to your 20. If I was you I would file an Appeal of the GOMOR. I have known some who have overcame QMP but there was a lot behind there stories of the BS. One thing that has been said you wont be promoted to E7 with that GOMOR sitting in ompf. I can speak from the past I had a ruff couple of spots but great leaders who had my back hopefully this works out for you. You should get your notification around the time the MILPER that announces the next centralized promotion board is announced. From notification to ETS is approximately 11 months. You can find the QMP announcement on the HRC website.
In my experience, I have never seen a DUI retained. One guy had over 30 letters of recommendation ranging teammates, to former leaders, MSG - COL and was not retained.
QMP does not look at strengths of the Army, they look at the quality and character of the leader. You will receive half separation pay (unless you're already close to retirement). If you were authorized to go into the reserves, you would receive full separation pay, but last I checked they weren't granting waivers for QMP. Also, if you have an ongoing MEB you will be allowed to finish and separate that way. SFC Private RallyPoint Member Thu, 15 Nov 2018 10:47:53 -0500 2018-11-15T10:47:53-05:00 Response by SSG Jose M. Even though the Army didn't punish me too hard...I got charged initially with a DWI which was downgraded to DUI because of my clean driving record at the time. I didn't get demoted either, but I did received a Letter of Reprimand from a two star General which pretty much stamped my career for good as far making E-7. I did end up been promoted to SSG, but SFC forget it. Oh by the way, it was on my NCOER also and the letter went to my permanent records.
I say this because you might be able to stay the rest of the enlistment which might be the best case scenario...and depending on QMP. But it all depends how your situation is looked at...all situations are different. All I can say is good luck because situations like this, they might say..."he should know better".
