This is what I would inform this Soldier of. And if they do not pay back what was owed/promised...then you will recommend to the Commander UCMJ actions. With this information in mind you speak to your Soldier, with a prepared counseling statement telling him of his personal responsibilities, and any charges he could face should the other Soldier press forward. The rest you know. First Sergeant got the offender out in front of the Company, on payday (We reported for pay then and got paid in Cash) and said "Who does Bostick owe money too? Form a Line here...and for a couple paydays, that happened. after everyone was paid First Sergeant came out and said from now on if you lend Bostick money you just gave Bostic money...Don't be stupid."

BUT that was a less kind, less understanding, and less whatever army. It was also an Army that if the First Sergeant had not dont this Bostick would have gotten his ass kicked.

In all honesty this is a Platoon Sergeant/First Sergeant matter. Yes, you can refer it all to legal or you can try to settle the situation by hearing the hole story and trying to get the two together resolving the situation. Keeps your soldier out of trouble and gets the other soldier his cash quicker. More trouble for you, but legal will always be there.
