I assume this is an active duty individual.
First I would ask them to remove their jacket so as to make no further embarrassment. I would then recommend that they go to the NX (in this case, or the PX/BX) to get the proper ribbons and medals and preferably the rack to put them on, and then on to their residence to get squared away.

A short conversation to find out their unit of employment and supervisors name and a phone call follow-up should be enough.

When asked who his room mate was(it was I), I almost got chewed out for allowing him to leave like that. I told them that he hasn't been in his room for months now because he was living with his wife off base.

I once had a SFC that had oak leafs on her overseas ribbon and NCOPDR...smh I pulled her a side and I told her that this was incorrect she just shrugged her shoulders and said well that's what's on my DA photo so it must be right. And to top it all off she did get selected for E8 on her first look. Just another example of how screwed up the promotion system is.

As the recon section leader, my job was to insure that all of my people were squared away for those Saturday morning inspections. That meant that before you went anywhere Friday night your uniform passed a layout. That was my job. My Platoon Sergeant's job was to insure that I was doing mine. And the First Sergeant was responsible for insuring that the company he turned over to the Company Commander was prepared for inspection.
As a Company Commander encountering a trooper in this condition in formation I'd point out the problem to the Platoon Leader and move to the next Soldier. Not having fallen off the pickle truck the very morning of the inspection, I would also realize that, given that the likelihood that three, possibly four levels of professionals would not have failed in their responsibility, this was some sort of test. Regardless, when I gave the PL his platoon, I'd schedule a meeting in my office after the formation. When I turned the company back to the First Sergeant, there would be another, separate meeting scheduled.

BTW, this very thing occurred at the first uniform inspection held as a brand new Company Commander in the 82d. It was a conspiracy by my senior NCO's to initiate their new commander and they were all waiting in the First Sergeant's office after formation.

This is why first line supervisors should "pre-inspect" their folks so there are no surprises.

This would have never made it past Team Leader to Squad Leader to Platoon Level.

Let's assume it's caught at Team level. The instant correction is to remove ALL ribbons, pending correction. Better to be "messed up" without than to be "messed up" with. Nuanced difference in screw up. Both wrong, but one is "more acceptable."

"If" there is time:

1) Have them assist me in the inspection process so they know what we are looking for.
2) Go with them to PX or Cash Sales and have them purchase the appropriate items. They purchase, I verify.
3) Have them pull out regulation manual (or appropriate orders), and create correct ribbon rack, and mount them correctly.
4) Repeat pre-inspection.

I would take the ribbons off of the uniform, then I would tell the inspectee to get some real time in the military, before trying to show what a hard charger he/she is, seeing as the sleeve anchor shows that the person has not done any real time in the actual Navy.

Then I would go to the nearest bulkhead and try to erase the memory by pounding my head into it. Before doing this, though, I would report this wannabe to the powers that be.

Pull them aside and tell them they need to have a better ribbon rack; ask them questions if they have a way to get a proper ribbon rack; if they don't, I would give them an old ribbon rack of mine (like one that would have 4 areas for 4 ribbons). I would also explain to them that this is unacceptable and provide the instruction on how the ribbons should be placed on the uniform (in this case, female service dress blues).

I posted this story else where but since its relevant here you go.

We had an E3 at my first command (Hawkeye squadron) that was a special kind of 8-up. (Locked himself in a plane once) Anyways in this story we had just come back from a det the day before and some people’s gear was in tri walls in the hanger. A few of us were sitting in the smoke deck and we see this guy wandering up the road wearing the Utility shirt but with a Dixie cap on… When he gets closer we relies its one of our guys so we yell at him to come over. Top to Bottom, he had a Dixie cap on a Utility shirt 3 sizes too small a PT shirt (White with the Navy logo on the front and back) Johnny cash pants, rope for a belt, and dress shoes. When asked WTF!!! He replied that all his uniforms were in the tri walls in the hanger and so he “Found” these uniform items in the BEQ. He had cut the name tap off the shirt and sharpie his own name on it. We asked why he didn’t just come in civvies change here and take his sea bag back to his BEQ after work…. He said he hadn’t thought of that… In the 7 Commands iv worked with I have had 2 of these types of people…

Leaders. Build a Dress kit. Simple tackle box with some rails, likely ribbons (no need to carry around a purple heart or a medal of honor. service ribbon, yes, national defense, sure.. be smart). Marksmanship badges, rank, unit insignia, corps pins, airborn wings, and a boat load of dammits. Throw in a bras polishing and show polishing kit and you are set to make your section shine. I went as far as having a pouch on my backpack that contained, paper, ID tag chain, pens, ranks from PV2 - SSG (Army), eye glass repair kit, small boot shining kit (back in the days of black boots) so troops can square themselves away before formation real quick before open ranks is called out.

To all who may be wondering that is the Uniform of a Naval Sea Cadet. Sea Cadets train like the Naval Reserve and begin at the age of 11. I was NCOIC of a shop with a SSgt working for me. SSgt had been in for almost 8 years but had just made NCO rank so he knew what the uniform regs said. My section chief and I were doing a counseling on him for a completely separate issue. At this time, the Air Force was required to wear our blues on a certain day of the week, per order of the CSAF. So we're doing this counseling session on this SSgt. As he's sitting there listening to the section chief talk, I'm doing a look over of his uniform. First, he was kind of a bigger guy anyways and I saw where his face was bright red because his collar was too small for his neck, to the point I could not get my finger between his neck and the collar while he was wearing his tie. He was wearing long sleeves so tie was mandatory. His ribbons were out of order and some of the rest of his buttons on his shirt were straining to stay fastened. As I went down the uniform, I happened to notice his pants had just been rolled under and not had the cuffs sewn. His shoes were not only scuffed but were completely unserviceable. We were at a small RAF base in England so the closest base with a comprehensive clothing sales was about a 45 minute drive away. This happened on a Friday morning. The section chief and I gave this the rest of the day to drive to clothing sales, buy everything to bring his uniforms up to reg and we wanted to see the receipts Monday morning to include alteration. We also contacted the shirt and requested the next Friday for him to conduct a uniform inspection on this SSgt. He came back Monday morning with a receipt for over $400 where he bought new blues, ribbons, rack, low quarters and had the receipts. Next Friday comes around, first sergeant does his inspection but tells the section chief and I to step outside his office and does his own counseling session with the SSgt. Eventually he came up for reenlistment which I non-rec'd to the chief and commander who ultimately denied it for other issues.

Had a spc go home on leave in late80's and became a PX hero 6row rack very impressive but nothing to do with him came back to his unit and left his locker open and the 1st Sgt did room inspection saw the uniform called the CSM he came out to Fort Greely in January from Fort Wainwright. I'd want to know why his/her wingmen didn't help him/her out before inspection. That's the bigger crime in my opinion, unless the person is known to just be a lazy shit head. In that case, it would simply be one more right up that would most likely lead to his/her eventual lack of retention.

1. Have NCO chain perform a very memorable counseling session. They are extremely creative individuals... no video.
2. Have Soldier prepare a class on how to wear multiple ribbons, and describe the importance of preparation for an event, like inspections.
3. Have Soldier translate/communicate that experience into preparing for a combat mission, and describe possible results from a lack of preparation.
4. Redo inspection... on a Saturday, at 0500hrs, and every two hours afterwards, until 1500hrs.
5. Repeat as necessary until understood.

One good reason to sometimes actually have to stand inspection in a uniform class that requires the wearing of ribbons. There was a time that is what many of us did wear and had open ranks inspections daily by our own supervisors and also once in a while from Superior Officers or NCOs. These uniforms were used enough people not only knew how to wear them but maintain them and have a proper insignia and decorations that were required. if there was any question then refer to the proper Regulation for guidance and follow that instruction, its not optional but required ! I've never actually seen a display that was that bad and I do look. Its not complicated !

About like I did when one of the soldiers in my squad (both squad members, neither one of us the squad leader) showed up for a CSM inspection wearing HIGHLY polished speed lace boots with his Class A's because he couldn't find his low quarters. I told him I wanted to be inspected before him. I DID NOT want to be downstream of that shit storm.

Imagining some kind of formation on the ship or before a ceremony. I'd probably just look over at the Medical Officer (usually medical and chaplains tag team, at least the commands I've been at) and kinda do the wide-eyed-nod in that sailor's direction. If I've seen it, their Chief has seen it. And every Command Master Chief I've been with can tell when his/her Chiefs are getting red-faced and blowing steam. Some sixth sense thing or something. But then I have found that sometimes when Chaps pulls a sailor aside to gently but quickly fix something before Chief can, sailor is appreciative to Chaps and Chief is appreciative to Chaps. Sometimes I can make life go a little smoother for everybody by helping here and there behind the scenes, as it were.
By the way, when pulling SMs aside, I recall when I was a young, new, college Midshipman in NROTC. I knew the 6-steps-away-and-salute rule. But this USMC Major in our command was just so imposing! He was a competitor on American Gladiators (got the sticks broken over his head by Laser, it's on youtube) and he flew one of the Marine helicopters that got Scott O'Grady out of Bosnia, and he was on the USMC recruiting commercial with the chessboard and the lightning striking the knight that turns him into a Marine (also on youtube, 80's recruiting vids), and he was studying to become a physician....anyway, I saluted and gave the greeting of the day, waaayyyy before six steps. Like, across and down the street. "Midshipman, come here." Puts his arm around my shoulder, "You're not in trouble. I'm just giving some pointers," and goes about correcting and explaining. Really meant alot that the literal poster-boy for the Marine Corps would take time out of his day to kindly mentor an 18 year old MIDN. I'm not saying I'm anywhere near his awesomeness level, but the quiet mentoring is something I've tried to copy as I've aged.

If time allows, send them to the Exchange for a ribbon bar. Otherwise, if regulations permit, ask them to remove the ribbons until they can get the necessary ribbon bar. Counsel whoever should have made sure his stuff was squared away long before inspection time.

Alternatively use this emergency procedure: use two single-ribbon bars and three ribbons. Remove ribbon bars from three ribbons. Arrange ribbons in proper order of precedence. Insert a single ribbon bar half way into the center ribbon, insert another single-ribbon bar into the other end of the center ribbon. Add one ribbon on each end of the center ribbon. Add to uniform. Carefully add the fourth ribbon centered above the row of three. It isn't pretty, but it's better than the illustration.

I would respond with guidance and possibly take this young man or woman to the BX/PX/NX to get their first multi ribbon bar, or use two single ribbon bars on the bottom row and split the ribbons on those bars to make them tight and straight. Why let another persons uniform speak for thousands of others when a simple correction is in order. Chances are though that this person has other things wrong with his or her uniform too.

I would have lost my mind on her first line leader (Work Center Sup). Though it’s her fault ultimately I agree, she has been failed by her leadership at the lowest level long before I would have been standing in front of her. Maybe I’m soft but I would have dug into my bag of uniform junk which I always kept for the junior sailors and handed her what she needed and then I would have eaten her first line leader for lunch! She never should have made it to a division inspection looking like that… unacceptable.
