I am due to be promoted to SSG on the 1st of February and was wondering if there is someplace other than my BN S1 I can get my orders from.

SSG Boman, for semi-centralized, no, you cannot download your orders; for centralized, yes, you can download your orders.
For semi-centralized, it is "normal" for the S1 to sign the orders. That may be the reason for your delay.

If you go to the HRC web page scroll half way down you'll see the promotions by name and sequence numbers. You can down load the By Name List.
