It's an application MOS regardless of whether it's active or reserves. You're either eligible to be selected, or you're not. Give a a shot.

25D is an MOS by application. You would also need to join a NG unit that has it as part of its manning roster. If the unit you plan to join does not have a slot for a 25D, then you would not be sent to training for it. 25Bs are fairly common in almost every unit. So first you should check if you can join your unit and be sent to 25D training. Otherwise, 25B is the better option and you can apply to a 25D slot assuming you find a unit that can support you.

Thank you for your help. My concern is that when I join the Guard and take the path of 25B, a 25D slot will open and its too late because of my commitment. I have heard arguments for both sides so I am still trying to decide which option works best for me. On side note I've heard that because I am an E4 prior enlisted in the Navy I would not be able to switch MOS apps.

Have you already talked to the recruiter for the NG? That'd be the first step. To see if any slots are even currently available, and if they are viable to your geographic location. Usually a 25D is a slot that requires at least an E5 because it is typically an autopromotion to E6 once awarded the MOS due to the type of job it is. It isn't a matter of "too late" because there is usually a packet associated with trying to get the MOS. One guy I know travels 5 hours for drill because that's the closest location that needed a 25D.

I fully disagree with this statement!
If you want the 25D mos, do everything you can to get it... even if you have to wait. Most units have 25D slots available because they can not get SM’s to school to reclass. Do not accept a 25B slot thinking it is going to be easy to go to 25D. You will be stuck in a MOS that you may hate for many many years that will eventually wear you out and you leave at the end of your contract.

So again, look in to both MOS’s and pick the one you want and don’t accept anything else. Now, if there is truely no slots available, then there are no slots and you have to make a decision.

Most units comsec and IA converted their slots to 25D a few years ago, but those slots are interchangeable with 25B. With how hard it is to get reserves/guard Soldiers in to the D course, they may have kept those slots as B.
