I had 60 credits but only 36 of those credits applied towards a degree at my ROTC college. I was told that I wasn't eligible 3 times before I found someone that was willing to sign a waiver for me and accept me into their program. Don't give up and don't accept no. You can get a waiver to get in with less than 60 credits. Keep in mind you still only get 4 semesters to finish your degree if you get in with less than 60 credits. This was a number of years ago so I can't guarantee this haven't changed. Good luck and don't take no for an answer!

Tuition assistance and CLEP are great resources to up your credit count. I'd talk to a college advisor and see what degree plan your credits are best suited for!
