I am trying to assist my wife with starting BAH. Do I have to provide original documents to prove dependency status?

My wife is in Basic Training and left reception without completely processing, so now I have to try to get BAH started, after having had to complete DEERS for her, but her 1SG wants original documents before he will do anything. DEERS enrollment is complete and I never needed original documents to start BAH when I worked HR. Am I missing something here?

To start BAH, you should only need to complete the DA 5960 and provide your marriage certificate/license (original).

The Army started the big push last year to get these documents posted in the individual Soldiers iPERMS to prevent fraud. So yes you need to provide marriage or birth certificates to get your BAH started. The can usually accept a photo copy if the seal is still visible. But technically yes it is supposed to be the original.

I believe the rule is original but I have seen the 5960 started with a copy, depends on how well they know you or her.
