I came up on the C-10 roster this month but have not yet been to the board. Does being on the C-10 roster always mean that one is promotable?

Have you completed ALC? Regardless you must have completed the NCOES to be promoted.

It means you meet the qualifications to be CONSIDERED for promotion.
Still have to finish NCOES, SSDs requirements, attend the board etc... to be promotable

Yes it means that you are da promotable but not board promotable. You have held the rank for the amount of time to be eligible to be promoted if your points drop to 35 points for E-5.
