Turning something down tells the board you really didn't want it in the first place. Saw that in Millington. However, if the SM was exceptional then it could be overcome. So make sure your input doesn't give the impression that you just got over a head case. Life does get in the way but that is same for a lot of us. It is not what you want to hear but it is what it is. I had a soldier turn down SSG in my unit. After he did that my opinion of him changed. It would have to be a hell of a good reason, but maybe you can get an exception.
