Turning something down tells the board you really didn't want it in the first place. Saw that in Millington. However, if the SM was exceptional then it could be overcome. Life does get in the way but that is same for a lot of us. It is not what you want to hear but it is what it is. I had a soldier turn down SSG in my unit. After he did that my opinion of him changed. I would rather have a gun that is chomping at the bit than one that has to has to think about it after he submitted the packet.
