Summarized Article 15s are filed in the local files (at the installation Staff Judge Advocate office) for a period of two years or until the transfer of the soldier, whichever occurs first. Company and Field Grade Article 15s can be filed in the soldier’s official military personnel file (OMPF). The commander in each case decides where to file the Article 15. An Article 15 in a soldier’s official records will affect promotions, clearances, and special assignments."

Depends on how your commander at the time filed it is what I'm reading for field grade Art 15s. I'd find out how it was filed... Anything that's listed with the suffix of -R will be viewed by the board. So if you have a failed 1059 it will say AER-R, R is for Referred. Depends on the offense. I am totally surprised by your promotion after receiving it. During the 80’s and 90’s, you were automatically not eligible for promotion nor reenlistment. Time have obviously changed. Since you were subsequently promoted after, you may be eligible for further promotions but that depends on the instructions given to central promotion boards convened at the Department of the Army level. I did read other replies though and see that it "could" be seen. That said, I'd hope that, since you got the Art 15, and since have been promoted, that MIGHT serve to help you, especially if you're received awards or other accolades that might also be viewable to the E7 Board.
Most everyone makes a mistake or two during their career. I knew a SGT/E-5 who was busted multiple times, including from E-7. He was busted to SP4 (ole SPC rank) prior to E-5. He retired as an E-8. He was also one of the best NCO's I served with - an E-5 when I met him.
