A lot of it has to do with your MOS.
State (Guard) AGR's are a completely different animal than Reserve AGR's. States have a tendency to be "who you know" and it's very political.

MSG Pat Colby I was almost a victim of the Good ol' Boy system when I first applied for AGR in 1999. The Board's "chosen" applicant was reviewed by the President of the Board (The AGR AO). He questioned the Board members as to why they selected the Chosen one over me despite my having experience and access with ATRRS, RCAS, MILPO, Training schedules, TAMIS, and a few other obsolete CA ARNG programs (I had "Guard Bummed" for a few years on ADSW orders). The Chosen one had no experience but had been a member of the unit for a couple of years and they felt comfortable with him. So ya, I can definitely understand where you're coming from on this.
In the end we got along great and I love that unit (Det 1/870th MP Co, Eureka, CA) to this day.

MSG (Join to see) - We had a few ADSW folks that kept getting put back on orders ALL the time. Some were worth the funds, others sucked the system dry because they were "chosen ones" and knew people.

And let's not forget something very important. You have to apply for AGR vacancies.
