Following up on LTC Mackay&#39;s information: per AR 623-33-34 B. (5) (d), not being rated before BOLC does not apply to Reserve TPU Soldiers. This is explained further in Annex G-5 (m):<br /><br />m. Newly commissioned officers or newly appointed warrant officers who have not yet completed their respective officer basic course (BOLC or WOBC) and are assigned or attached to a TPU or reinforcement training unit are entitled to receive mandatory and optional OERs as detailed in chapter 3. In order to receive an OER, the rated officer must have been assigned under a rater for a minimum of 120 days (or 90 days for USAR Soldiers on ADT or ADOS–RC tours). The senior rater will enter a comment in the OER, part VI, block c, indicating that the officer has not yet completed the basic course as of the “THRU” date of the report. The “FROM” date on the rated officer’s first OER will be his or her commissioning date. <br /><br />Which would still say that he should be being rated. I have been instructed by our BN S1 not to rate him because he hasn&#39;t completed his degree. I still have not seen anything supporting this statement.
