I heard rumor that even when you ETS they pay you to move back to your home of record. Is this true?

Yes. This is true. It's a move to your HOR, same as a PCS.

It is all part of the pout processing briefs you should be having. They will cover everything from final physicals and getting your personal effects sent home and all that jazz. Work with your leadership and they should be tracking this as well to help you out.
