If not, some really press the late period to its limit. Vacation, rating chain issues may delay signatures. Just remember, if it's not in hand, it's not the end of the world. It will follow along. Be sure to notify your Chain of Command ASAP. That late eval will become a problem on their books and the 1SG and Commander need to know. But, that is just one possibility. If the answer is no then you are not entitled to an NCOER. Now, if you have been in your unit AND an NCO for 95 days, you can elect to receive a Change of Rater NCOER (COR) that will cover the last 95 days (90 minimum), but unless you had a pretty stellar performance in that time period, I wouldn't recommend it. You can opt for a Letter of Continuity that outlines your performance during that time period.
