Is it a scheduling problem or something else? As far as a 1:1 deployment cycle, it's hit and miss. You only have a legitimate IG complaint if you are going to have a prejudicial look on a promotion board coming up or if you are in danger of being demoted or not promoted based on the lack of NCOES. You can always file one, but it won't do anything but cause paperwork if it's not founded in regulation requirements. The IG is mostly interested in fraud, waste, and abuse. If the units involved followed Army and DoD directives and applied them without prejudice, then you won't get far with an IG complaint. I recommend you talk with your first sergeant or CSM immediately. If the senior NCOs don't help, then try the officers in your Chain of Command. There are probably Army policies about how often a Reserve Component soldier can be deployed involuntarily. Know the rules before you complain too much. I know if you are guard, you have to waive your dwell to be able to deploy so soon. I am in the same boat, I was in theater for 22 months(by my choice), but I earned me about 7 years of dwell time in total. O will not deploy ever again.
