If you're entitled to BAH, you remain entitled to BAH until your date of separation. I'd go back and address this with the manager, and if they're going to continue that BS, I'd go to your commander or first sergeant. This sounds like a local policy. Go to the manager of the group, if you are not separated you are entitled to BAH when on terminal leave.
If you requested to sell your remaining leave days, only then you would get base pay w/o BAS,BAH. You collect BAH until your EAS. So housing would still be taking your BAH. That being said, if you can move out of base housing before you go on terminal leave, that BAH ends up in your pocket.

But housing is lying to you. Terminal Leave is the same as standard leave, the only difference is it's taken at the end of your contract. You rate BAH/BAS and your regular paycheck on the 1st/15th... all depending on when your EAS date is. But until your EAS date, you rate everything.

I was on Terminal for a full 2 months and housing did try to rip me off and keep my BAH even though I was not living on base. Don't let them fool you. DFAS does, based on where you live (from paperwork provided by Housing). So, the answer to this depends on a couple of things- are you married, and do you live in Government Quarters? If you are married and live in Quarters, you will have to move out and be cleared of all military responsibilities before you start PTDY or Transition leave (completely out-processed from the post or installation). Once you move out of Quarters, you will collect BAH again. You will then collect BAH until your retirement date. For further clarification and/or other circumstances, contact your chain of command or your local Inspector General. Once you move out, HOUSING is no longer able to get your BAH. Local policies will dictate whether you can stay in housing on transition leave, though I haven't seen one where you're required - not asked - to leave. Thing is... as soon as you leave, they'll clean the house and re-rent to someone with more longevity... a business decision on their end.

YOU, on the other hand, will continue to receive BAH through the end of your transition leave, regardless of your lodging arrangements. The only question is whether there will be a matching deduction going to privatized housing.
