Each state has an Inter State Transfer (IST) Coordinator. They handle the transfer but you can help the process tremendously by communicating with your losing command and your potential gaining command. Hopefully you were a member in good standing (no AWOL or disciplinary issues). Do not sit back and wait to be askednto drill. Actively find a way to perform your UTAs each month, if you cannot arrange to return to you losing state to perform duty. Then talk to the state you are in and see if you can drill there. This is all just general information because this sort of thing is really a case by case situation. Go through the procedures you need to get done or suffer the repercussions. I have seen people move states, and then haven't done the transfer and have to go back to the original state as they never left the unit. That can get expensive fast.
