Means they have filled all mission slots for the fiscal year. So you are qualified and pass boarding and they want you, but there is not a slot for you at this time. Sometimes people drop out, screw up (DUI, failed security clearance etc.) and then they fill that slot by pulling someone off the OML. Also the other option is if they add more slots this fiscal year they would pull another candidate off the OML. The other option is you wait until the next fiscal year and then they pull you off the OML and give you a slot. It shows how you rank in comparison to your peers. Being on the list is neither good nor bad. Where you rank on the list is the thing that can be good or bad.
