I was barred from reenlisting and ETSed at 7 1/2years of service. I received my B.S. in CyberSecurity and now want to commission. Can I?

I was barred for APFT due to not taking a PT Test because of the temporary profiles I was on I had swollen tendons in both feet. I was never given the chance to get a permanent profile by my doctor. . .I do not know why honestly. Anyway, I got out, got better, and now have my degree and want to become an officer. Can a 28 year old prior service specialist be accepted into OCS? I have RE code 3.
